LA County declares ’emergency’ over ICE raids as supervisor warns of legal fallout

Los Angeles County leaders declared a local state of emergency in the region Tuesday, according to local officials.

News of the proclamation was shared in a news release online by LA County Supervisor Lindsey Horvath‘s office.

The measure was said to be a response to Immigration and Customs Enforcement (ICE) raids across LA County, which is home to more than 10 million people and one of the U.S.’s largest immigrant populations.

The county can now offer to support residents financially who have been impacted by the raids, including rent relief and accessing state funds for any legal aid.

“What’s happening in our communities is an emergency and Los Angeles County is treating it like one,” Horvath said in the statement.

“Declaring a Local Emergency ensures that the full weight of County government is aligned to support our immigrant communities who are being targeted by federal actions,” she added.

The proclamation notice, dated Oct. 9, said that it will remain in effect until terminated by the Board of Supervisors. 

County departments were ordered to “take necessary emergency actions to protect and stabilize communities impacted by federal immigration actions,” it read.

County supervisors voted 4-1 in favor of the emergency proclamation to mobilize county resources and support affected communities despite potential legal challenges from the federal government.

County officials claimed the raids have “created a climate of fear, leading to widespread disruption in daily life and adverse impacts to our regional economy,” including decreased workplace attendance, temporary or permanent business closures, and increased strain on schools, hospitals, and places of worship.

Supervisor Janice Hahn said the emergency declaration was needed to respond to “the fear, the pain and the disorder these ICE raids are causing our community.”

“We have entire families who are destitute because their fathers or mothers were taken from their workplaces,” she said. “I want our immigrant communities to know that we are in this emergency with them,” she added.

Supervisor Holly Mitchell also added that the raids have emboldened others to commit acts of race-based violence and hate.

The one vote against the proclamation came from Board Chair Kathryn Barger, who warned that the county’s action could provoke legal consequences.

“The federal government has sole authority to enforce federal immigration law, and local governments cannot impede that authority,” Barger said. “We should instead advocate for meaningful immigration reform that is fair, pragmatic, and creates legal pathways for those who contribute to our communities.”

In a statement to Fox News Digital, ICE said the “only state of emergency is the one the residents of Los Angeles face after electing officials who give a middle finger to the law.”

“Perhaps the board should “supervise” funds to support law-abiding fire victims who still haven’t recovered, instead of criminal illegal aliens seeking refuge in their sanctuary city. While they publicly fear-monger, I would be shocked if they didn’t agree with  ICE removing a child rapist from their neighborhood,” spokesperson Emily Convington added.

Fox News Digital also reached out to Horvath’s office for comment.

The Texas Military Department (TMD) confirmed to Fox News Digital on Tuesday that it replaced seven National Guard members who were deployed to Illinois amid civil unrest, citing the service members’ failure to meet “mission requirements.”

About 200 Texas National Guard troops were deployed to Illinois on Oct. 7 for a 60-day mission to protect federal personnel and property during anti-immigration protests, the Pentagon previously confirmed.

During the pre-mission validation process, the Texas National Guard identified and replaced seven service members who did not meet mission requirements, a TMD spokesperson said. 

The affected Guardsmen were returned to their home station, though the department did not specify the reasoning for their removals.

The announcement comes after a photo showing a group of service members arriving in Illinois went viral on social media, with critics speculating about their fitness.

“The Texas National Guard echoes Secretary [of War Pete] Hegseth’s message to the force: ‘Our standards will be high, uncompromising, and clear,'” a TMD spokesperson told Fox News Digital.

A long weekend away from Washington, D.C., did little to soften Senate Democrats’ resolve as they again blocked an effort to reopen the government for an eighth time Tuesday.

The beginning of mass firings promised by the Trump administration and Office of Management and Budget (OMB) Director Russ Vought over the weekend also failed to sway Senate Democrats, led by Senate Minority Leader Chuck Schumer, D-N.Y.

One pressure point was alleviated for both sides, however, with President Donald Trump’s directive to move money around at the Pentagon to pay military service members. Their paychecks are due Oct. 15.

Still, another payday, this time for Senate staffers, is fast approaching on Oct. 20.

Both sides are still dug into the same positions that launched the shutdown earlier this month, too. Talks between the opposing factions are still ongoing but have not yet yielded a result that either side is ready to move on.  

Senate Democrats want an extension to expiring Obamacare subsidies before the Nov. 1 open enrollment date, and they argue that unless Congress takes action, Americans that rely on the Affordable Care Act (ACA) tax credits will see their premiums skyrocket.

However, Trump appears unwilling to cave into Senate Democrats’ demands, and reupped Republicans’ argument that Democrats wanted to undo a total of $1.5 trillion in spending cuts from the “big, beautiful bill” and clawback of funding for NPR and PBS to give, in part, to illegal immigrants. 

“I don’t want to bore you with the fact that Schumer said 100 times, ‘You should never close our government,’” Trump told reporters at the White House. “But Schumer is a weakened politician. I mean, he’s going to finish his career as a failed politician, as a failed politician. He’s allowed the radical left to take over the Democrat Party.”

Senate Republicans have said that they’re open to negotiating a deal on the subsidies, with reforms to the program only after the government reopens. And Senate Majority Leader John Thune, R-S.D., for now, has no intention of straying from his plan to continue to bring the House Republicans’ short-term continuing resolution (CR) to the floor again and again.

“Democrats like to whine that Republicans aren’t negotiating, but negotiation, Mr. President, is what you do when each side has a list of demands and you need to meet in the middle,” Thune said on the Senate floor. “Republicans, as I and a lot of other people pointed out, haven’t put forward any demands. Only Democrats have made demands. And by the way, very expensive demands.” 

Schumer noted on the Senate floor that every time Thune has put the GOP’s bill on the floor, it has failed. 

“That means, like it or not, the Republican leader needs to work with Democrats in a bipartisan way to reopen the government, just as we did when we passed 13 CRs when I was majority leader,” he said. 

The administration’s movement on reductions in force (RIFs) over the weekend, and the lingering threat that thousands of nonessential furloughed federal employees may not get back pay once the shutdown ends have not swayed Senate Democrats.

There were no surprises during the vote, either with most of the same Democratic caucus members, Sens.  Catherine Cortez Masto, D-Nev., and Angus King, I-Maine, breaking ranks with Schumer to vote for the bill. Sen. John Fetterman, D-Pa., who has voted with Republicans on the same legilsation each time, did not vote Tuesday night.

“Donald Trump, come to the negotiating table,” Sen. Chris Van Hollen, D-Md., said at a rally outside the OMB on Tuesday. “Bring down costs and prices and stop inflicting harm and terrorizing federal employees and the American people.”

While most action on Capitol Hill has ground to a halt as the shutdown continues — the House, for example, has been out of session for over three weeks — the Senate has moved on other legislation, including the 2026 National Defense Authorization Act and a massive package of Trump’s nominees. 

Thune also teed up the defense spending bill for a vote on Thursday in a bid to jump start the appropriations process in the upper chamber. The House already passed its version of the bill, too. 

The latest failed attempt comes on the 14th day of the shutdown and all but ensures that the closure will last into at least a third week.

It also puts this shutdown, in particular, into historic territory. While the longest shutdown on record, from late 2018 to early 2019, was under Trump’s first term, it was only partial. A handful of appropriations bills had already passed at the time, including funding for the legislative branch and defense.

But the longest full shutdown happened over two decades earlier under former President Bill Clinton between late 1995 and early 1996. That shutdown lasted 21 days and was over a budget dispute between Clinton and then-House Speaker Newt Gingrich.

That particular dispute also led to two shutdowns in that fiscal year, the first in November and the second setting the 21-day record.

A woman seen in a surveillance video that appeared to show her being forcibly pulled away by a man outside a Wichita home on Sunday has contacted police, they said Tuesday afternoon.

Police said that around 3 p.m., investigators received a phone call from a woman claiming to be the individual seen in the video.

“Investigators immediately responded to her location, made contact and transported her to City Hall so detectives could conduct a victim interview,” the Wichita Police Department said in a statement.

According to the statement, investigators have identified the woman as a 35-year-old resident of the area where the video was recorded early Sunday morning on the 1400 block of North Volusia.

“At this stage of the investigation, we believe this incident is a case of domestic violence where the female was victimized by her boyfriend,” police said. “The female does not have any significant injuries.”

Detectives are continuing to conduct interviews, and the department said the case will be presented to the appropriate attorney’s office for formal charging consideration.

Police thanked the public for helping to spread the video and still images that drew widespread attention on social media and news outlets.

“We do believe it led the female to call us saying she was the person we were looking for,” the statement read. 

As police had emphasized earlier in the day, investigators do not believe there is any ongoing danger to the public.

“As we stressed this morning, we do not have any reason to believe there is ongoing danger to the general public,” the department said.

The 20-second Ring doorbell video, recorded around 2 a.m. Sunday, showed a woman appearing to resist as a man pulled her out of frame in a north Wichita neighborhood.

The clip prompted an urgent police plea for help identifying the individuals, leading to dozens of tips. Investigators canvassed the area for witnesses and additional footage, reviewed license plate reader data, and checked recent disturbance and missing-person reports before the woman came forward.

Before Tuesday’s update, Wichita Police Capt. Aaron Moses told Fox News Digital the video had given investigators “a strong starting point” as they worked to locate the woman and verify her safety.

“The challenge is, this is the only piece of evidence that we have at this time,” Moses said during the interview. 

“We think someone out there does recognize her. And that’s why we shared the video again today,” Moses said.

Moses stressed that there is no indication the case is connected to organized crime or a broader pattern.

“We don’t have any information to lead us to believe that this is related to the cartel. We don’t have any information to lead us to believe that this is part of a larger pattern at this point,” he continued. 

When asked whether the incident could be a hoax or prank, Moses said the department was treating it as legitimate until proven otherwise.

“We have to treat everything as though it’s real until we can verify otherwise,” he said. “At this point we cannot verify if this is a hoax or anything else, so we are operating under the assumption that this is a legitimate incident.”

Police reviewed all missing-persons reports filed since Oct. 1. They believe the event is likely isolated and does not pose a broader public safety risk.

“We haven’t received any additional reports of suspicious activity in that area,” Moses said. “We don’t believe there is a danger to the general public.”

As public interest in the case surged, Wichita police had to confront a wave of misinformation spreading online. Social media users circulated what appeared to be artificial intelligence-generated “enhancements” of the video, claiming to reveal faces or clearer details.

Moses cautioned that these images are not authentic and could harm the investigation.

“The use of artificial intelligence for this type of an investigation does have the ability to complicate our investigation,” he said. “It can generate erroneous tips and information that’s not verified by a human being.”

He urged the public to only share content released directly by the Wichita Police Department. Verified updates, he said, are always posted on the department’s official social media channels.

“Anything that comes from another source has not been verified, and we cannot confirm the accuracy or the validity of that information,” Moses warned.

Police said detectives are continuing to gather evidence and interview those involved. The case will be referred to prosecutors for review.

“Curb Your Enthusiasm” actress Cheryl Hines clashed with co-hosts of “The View” and defended her husband, Health and Human Services Secretary Robert F. Kennedy Jr.

On Tuesday, during a discussion of Hines’ upcoming memoir, “Unscripted,” the actress was pressed about her husband’s work in the Trump administration. RFK Jr. had originally run as a Democrat in the 2024 election, but eventually dropped out of the race and endorsed President Trump instead, a move many consider to have been a decisive one in the election overall. 

Since then, Kennedy has faced backlash from prominent Democrats and liberal commentators — including the hosts of “The View.”

“Bobby’s background, everything I have seen him do, he has dedicated his career to suing big corporations because of toxins that are — have been affecting people’s healthcare, people’s health, I should say,” Hines said as she defended her husband, citing her husband’s well-known environmental lawsuits.

“But the problem, respectfully, is that your husband is the least qualified Department of Health and Human Services head that we have had in history,” Hostin argued.

Hines objected, questioning the proposition that her husband – who specifically studied toxins — might be deemed less qualified than an economist to perform this role. 

“He has also spread a lot of misinformation, a lot of chaos, a lot of confusion, and I think it’s just a very dangerous thing,” Hostin argued. “I say it with the utmost respect.”

“Some of it’s good, and some of it’s not,” co-host Joy Behar replied.

“When you say misinformation, disinformation, we could go back to COVID,” Hines began, recalling all of the controversies about medical information and institutional narratives during the COVID-19 pandemic.

“He has connected circumcision to autism,” Hostin interjected.

“May I finish?” Hines said, recalling when medical professionals and institutions initially claimed that getting the vaccine will stop one from catching or transmitting COVID-19 – guidance later revised by the CDC. “That was ‘disinformation,’ ‘misinformation.’”

She recalled that her husband was censored at the time for asking for actual medical proof of such claims from officials at the time.

Co-host Sara Haines then offered a point that the panel could all agree on, a prospect that delighted the embattled Hines, replying, “Oh, thank you. What do we all agree on?”

“The MAHA movement, ‘Make America Healthy Again,’ you praise your husband’s campaign to make food and baby formula safer which I think everyone can get on board with, tell us about that,” Haines said.

“I am very proud of Bobby, and he has worked really hard to get a lot of petroleum-based food dyes out of our food, which also and… Even baby formula, we’re finding out there’s arsenic. There’s lead,” Hines replied. She then turned back to Hostin, turning her previous words about RFK Jr. being unqualified compared to his predecessors and asked, “The question is, who was running HHS when they allowed lead and arsenic in a baby formula? How is that person not dangerous?”

As the interview concluded, co-host Whoopi Goldberg later encouraged Hines to come back on the show sometime in the future. 

“Really?” Hines asked with a shocked look.

“Because we don’t often get people on this show who we can ask these questions to, and I appreciate that you came on, and so I’m saying, ‘Come back.’”

“My husband was gonna come on, and I said, ‘Maybe don’t,’” Hines quipped.

“No, because do you know what?” Goldberg said. “If we can have the discussion back and forth, it then becomes people’s — they can decide what they believe, and they’re not just hearing one side.”

DOJ seizes record $15 billion in Bitcoin in largest US forfeiture ever

Bitcoin valued at $15 billion has been seized by the Department of Justice (DOJ) from a massive “pig butchering” network, and in what officials say is the “largest forfeiture action in U.S. history.”

Federal prosecutors in Brooklyn, New York, unsealed an indictment Tuesday charging Chen Zhi, also known as “Vincent,” leader of the Prince Holding Group, in connection with the crypto scam scheme, based out of Cambodia.

Zhi, 37, who is still at large, is also accused of directing Prince Group’s operation of forced-labor scam compounds across the country. The DOJ said Zhi used violence to discipline workers.

Images of beatings were included in the evidence unsealed in the U.S. District Court for the Eastern District of New York.

“As alleged, the defendant directed one of the largest investment fraud operations in history, fueling an illicit industry that is reaching epidemic proportions,” said Joseph Nocella, Jr., U.S. Attorney for the Eastern District of New York.

According to court documents seen by FOX Business, Zhi built Prince Group, which claimed to invest in real estate, finance, and consumer services across more than 30 countries, into a massive network of “phone farm” compounds. 

There, trafficked workers were allegedly forced to carry out scams that lured victims online through fake romantic relationships, pleas for financial help, or promises of lucrative cryptocurrency investments. Such schemes are referred to as “Sha Zhu Pan” or “pig butchering,” according to the DOJ.

Prosecutors said Zhi company generated up to $30 million per day at its peak, stealing crypto funds that were laundered through what’s known as unhosted digital wallets, which puts users in charge.

The 127,271 bitcoins, worth $15 billion and now in U.S. custody, were allegedly held in the wallets controlled by Zhi.

The Treasury Department has now designated Prince Group as a “transnational criminal organization” and announced sanctions against Zhi and his associates.

“This is an individual who allegedly operated a vast criminal network across multiple continents involving forced labor, money laundering, investment schemes, and stolen assets targeting millions of innocent victims in the process,” said FBI Director Kash Patel in a statement.

Former Supreme Court Justice Anthony Kennedy shared his qualms and assurances about the modern court Tuesday on Fox News.

My concern is that partisanship plays too much of a role in the selection and nomination process for judges,” the Reagan nominee told “Special Report.”

Kennedy was the last Supreme Court nominee to be confirmed with unanimous Senate approval. He stepped down from the court in 2018, after serving for over 30 years.

Although the media oftentimes referred to Kennedy as a “swing justice,” meaning one not always aligned with liberal nor conservative members, he insisted his ideas stayed “consistent” as the cases changed. 

When explaining why he wrote his memoir “Life, Law & Liberty,” which was released Tuesday, Kennedy stressed wanting to preserve freedom of speech

My beginning point was just to write down a memoir for my children and grandchildren who did not know about a small town in the ‘30s, ’40s, ‘50s, ’60s when I grew up,” Kennedy said. “And it seemed to me as the writing progressed that it’s very important in this day and age to talk about the marvelous potential of freedom of speech and to make sure that it is not undercut by a hostile, fractious discourse.”

Kennedy considered his vote to uphold the rights of protesters to burn the American flag in 1989 to be one of his most consequential opinions.

Supreme Court justices give reasons for decisions in the hopes that they can eventually be “respected” by most Americans, Kennedy added. 

Kennedy said court opinions have become more personal and “confrontational,” advising justices to disagree in a “friendly way.” 

He praised two current justices who had served as his law clerks.

Kennedy replied, “Each branch of the government has a duty to obey the Constitution… to remember to respect and understand the meaning of freedom and the meaning of liberty in the Constitution.”

The former center said he was diagnosed with “a genetic defect that has led to chronic kidney disease” in 2006, the same year he was drafted No. 29 overall by the Jets.

“I always knew this day would come, but I thought I would have had more time. Unfortunately, I do not have any family able to donate at this time, so this is why I’m reaching out to you, our NY Jets and Ohio State communities. Mangold spent his entire 11-year career with the Jets, making seven Pro Bowls. He was a two-time first-team All-Pro selection and also made the second-team.

He won a national championship with the Buckeyes in 2002, his freshman year, and was inducted into the Jets’ Ring of Honor in 2022.

Mangold played in back-to-back AFC championship games with the Jets in 2009 and 2010, the same seasons he was named a first-team All-Pro.

Alec Baldwin was uninjured Monday after crashing his vehicle into a tree in an attempt to avoid a truck while driving in the Hamptons.

Baldwin, 67, was traveling with his brother Stephen when the incident occurred shortly after noon on State Route 27 in New York.

Monday’s collision is the latest incident for the Emmy Award-winning actor, who was not only entangled last year in a manslaughter trial for the 2021 on-set death of “Rust” cinematographer Halyna Hutchins, but also threatened to snap a comedian’s neck near his Manhattan home.

The incident on Oct. 13 occurred at approximately 12:01 p.m. on Pantigo Road near Cross Highway, according to the East Hampton Town Police Department.

A white 2023 Range Rover, operated by Alec, with passenger Stephen, was found to have struck a tree on the Eastbound shoulder of the roadway while avoiding the turning action of a 2020 Mack commercial truck, registered to National Waste Services out of Bay Shore, NY, a spokesperson for EHTPD told Fox News Digital.  

There were no injuries reported or summons issued and the contributing factors to the accident were found to be a reaction to an uninvolved vehicle and the slippery and wet roadway conditions.

Dashcam footage obtained by Newsmax appeared to show Baldwin’s SUV careening into a tree after it passed by the garbage truck. The truck company claimed to TMZ that its driver was not at fault.

Alec took to Instagram to recap the crash and share that he’s “fine” following the “car accident” earlier in the day. The “30 Rock” star alleged that a garbage truck the “size of a whale” cut him off while he was driving his wife, Hilaria Baldwin’s, car. 

“To avoid hitting him, I hit a big fat tree and crushed my wife’s car,” he explained. “I crushed my wife’s car – I feel bad about that.”

Stephen’s rep shared a statement with Fox News Digital: “Stephen is doing fine and is grateful no one was injured. He appreciates the concern and he can confirm that he and Alec are both safe and well.”

Hilaria addressed concerns after Alec’s car accident, and reassured fans that her husband and his brother were both “OK.”

“No one was hurt and that’s the most important thing,” Hilaria said. “So I love you and thank you, thank you, thank you for caring.” She also added a caption on social media: “Thank you for checking in. Alec is ok. Be safe to all of you.”

Baldwin recently played supportive husband to Hilaria, who competed on season 34 of “Dancing with the Stars.” Prior to her elimination from the reality competition show last week, Hilaria, 41, thanked her family for cheering her on.

Her “incredible experience” was cut short, though, and she was voted off following her quickstep to a song from “Star Wars: A New Hope” for the show’s Disney night.

Hilaria opened up about the “painful” moments during her journey, while calling out the “misinformation.”

“One of the most heartwarming and painful things that I’ve experienced on this show has been people coming up to me and saying that their friends ask me what it’s like when they actually meet me, and they say ‘She’s so nice,'” she said. “And they’re telling them that they’re defending me and I think, how sad that there’s so much misinformation and I hope that with the rest of the days that I have I can help other people who feel misunderstood too.”

She later credited “strategic bullying” for her exit from the dancing challenge during an Instagram Live session with followers.

“As I feel the darkness that undoubtedly brings to me, I always want to remember that my life belongs to the whole community and I want to leave a lasting mark of courage to speak up against what is simply wrong,” Hilaria said.

Earlier this year, it was Hilaria who supported her husband after he threatened to physically harm a comedian outside their home in the Big Apple.

Jason Scoop exclusively told Fox News Digital that he had no idea his life was in danger before he attempted to speak to the “Beetlejuice” star. Baldwin appeared to be unloading luggage from a vehicle in New York City when Scoop, who was impersonating President Trump, noticed the “SNL” star. 

After a vocal back-and-forth between the pair on the street, Baldwin physically threatened to snap the comedian’s “neck in half.”

“Now, now, now, let me ask you a question. Now you realize, by the way, no, no, look at me. I want you to look at me. What, you got a camera on me?” Baldwin asked Scoop, referring to a green light beaming from his finger.

“Do you realize my kids live in this building? I want you to know something. If this camera wasn’t here, I’d snap your f—–g neck in half and break your f—–g neck right now. You know that, don’t you?”

Baldwin added, “I’ll take that camera, and I’ll shove it up your a–.”

Scoop said he walked away from the incident and put his camera down, but that’s when things took a different turn. As Scoop was reviewing footage seconds after the encounter, he heard a woman “screaming” behind him. 

“I turn around and … I immediately recognized – I’m like, ‘That’s the cucumber chick. That’s the chick who pretended on the ‘Today’ show, chopping cucumbers. ‘How do you say cucumber?’ And I’m like, ‘Oh my goodness, that’s his wife.'”

Scoop couldn’t remember exactly what Hilaria was saying as she came toward him, but remembered her “screaming” at him.

Hilaria stood by Alec’s side throughout the “Rust” investigation and was even seen wielding her iPhone as Baldwin spoke to reporters for the first time after the cinematographer’s death.

In July 2024, Hilaria wept alongside her husband when a Santa Fe judge dismissed the involuntary manslaughter case against Alec after ruling that the prosecution concealed evidence from his legal team.
